by default, for steam owners of CoD4, DirectX folder must be located at Program Files (x86) / Steam / steamapps / common / Call of Duty 4. once the installation is complete, launch the game to see if the problem is fixed this time. open that folder and run DXSETUP.exe inside it. you can go to where CoD4 is installed on disk and find DirectX folder. if the fix above didn't work, you can ensure DirectX is properly installed, which is required for many (if not all) games to run properly on windows. then wait until the process is complete and launch the game again to see if that helped. then go to "local files" section and hit "verify integrity of game files". to do that right click at CoD4 on your steam library and select "properties".
